Government policies
Supporting new and prospering businesses has a relatively low government priority,
thus being insufficient.
Government tax policies, especially the tax burden, are perceived as positive and
supporting the entrepreneurial activity.
On the other hand, the bureaucracy issue, meaning the administration burden and
obtaining the necessary licenses difficulty, is a barrier to entrepreneurial activity.
Government programs
Government programs supporting the new and prospering businesses are falling
behind in the international comparison in addition to belonging to the worst ranked
entrepreneurship conditions in Slovakia.
The attainability and low effectiveness are critically problematic issues of the
government programs.
Aid coordination copes with large reserves and lagging. It is expressed by the
available aid provided by one agency, insufficient government support programs or
through science parks and entrepreneurial incubators.
Education
Education from elementary schools, high schools as well as specialized, professional
and university education is not sufficient to support entrepreneurial activity.
Elementary school and high school education is lacking attention to the
entrepreneurship, market economy principles as well as supporting creativity, self-
sufficiency and leadership.
The universities are also not providing sufficient background for starting the
businesses. Specialized and professional education rank neutral in this aspect.
Science and Research Transfer
Science and research transfer is falling behind severely in the international
comparison; in addition, it is in a very bad shape regarding the support for new and
prospering businesses.
